Council Speaker CHANG MING-TA
With great respect to the vioce of the pepole, it is my mission to develop Chiayi by applying wisdom and insightful senses with generosity and open-mindedness.
For a long time, due to the underdevelopment of industry and business, and the issue of low fertility, the condition of rural exodus has been very serious in Chiayi. It is an important issue of promotion and development for the Chiayi County Government to attract young people to return to their hometown and settle down, living a complacent life. In addition, Chiayi is located on a plain with magnificent landscapes, surrounded by mountains and facing the sea, constituting a spectacular humanistic atmosphere. With scenic spots also elsewhere, there are ample ecological resources, conserving good potential for tourism. Ming-Ta is a native of Fanlu Township, where I grew up. Educated and supported by the people in the township, I had been elected as the director of the Fanlu Farmers’ Association, Chairperson of the Township Representative Council, township mayor and vice speaker in the Chiayi County Council for two terms. It is fortunate that I have been re-elected as the 20th term Speaker of the county council. Through care and concern for this piece of land – Chiayi, I fully expect Chiayi to prosper.
Now, the most important issue for Chiayi County is to transform agriculture and fishery into refined industries with high economic value. Developing the huge industrial park and science park in the county is expected to create more job opportunities. Likewise, the people of Chiayi can seek employment in their hometown. We shall work together to develop Chiayi County, helping it escape from poverty and earn more income to construct our homes. Influenced by the problems of aging and low fertility, it needs more social welfare policies, such as the care of minorities, long-term care of elders and women, etc.
As a speaker, it is my honor as well as the beginning of my duty. Ming-Ta will integrate the opinions of all the councilors without favoring a certain political party. Likewise, as an agricultural county, Chiayi will have a better future. The most important thing is that, monitored by the Chiayi County Council, the Chiayi County Government will implement diverse construction projects in tourism, agriculture, fishery, industry, education, literature, art, environmental protection, hygiene, infrastructure, etc. to demonstrate Chiayi County’s 100-year visions.
The promotion of county governance is an important and long-term work. It the future, it is necessary for the county governance team to keep coordinating and communicating. Therefore, Ming-Ta will endeavor to work with the re-elected Vice Speaker Chen Yi-Yueh and all the councilors to play the role of public opinion leaders, monitoring the county governance. We will work together to fight for more welfare and benefits for the people, ensuring appropriate governance.
The existence of a government is to create the largest benefits of the people.” Both the county council and county government are public servants of the people, serving them enthusiastically to forge a progressive, peaceful and happy home is our common goal. It is our duty to the future generations to help Chiayi County develop and make it prosper.
Last but not least, I would like to thank the support and encouragement of my colleagues. In the next four years, Ming-Ta will stand on their side as I did in the past, endeavoring to monitor the governance of the county government and work for the wellbeing of the people. Let’s go forward together.
